Challenge

The Florida Department of Transportation (FDOT) required a dewatering permit for the installation of utilities as part of a roadway infrastructure improvement project. With active road closures already impacting the surrounding community, any permitting delay carried direct consequences — both for the project's budget and for the public depending on the affected corridor.

Approach

Given the tight timeline, CEC leveraged its working relationship with the South Florida Water Management District (SFWMD) to organize a pre-submittal coordination meeting. This allowed CEC to communicate the project's dewatering approach directly to SFWMD staff, address any technical questions upfront, and align on submittal requirements before the formal application was filed — eliminating the back-and-forth that typically causes delays.

Outcome

CEC's submittal was approved on the first review with no deficiency comments. The permit was secured quickly and without interruption to FDOT's construction schedule, keeping the project on timeline and minimizing the road closure impact to the surrounding community.
